Medicaid is a program that provides medical care for people with limited incomes. Medicaid is managed at the state level but is monitored by the federal government. Each state has the right to decide if it wants to participate in the Medicaid program. The Medicaid program is different in each state. In some states people who are eligible for Medicaid must make a co-payment in order to receive medical attention.
